Pastor Elaine D. McCarty, of Heal Our City Inside-Out Ministries, was born in Chicago, IL. She began her pastoral mission through evangelism in 1982 – under the
Pastor Elaine’s passion for the supernatural has been the driving force for her hunger in
unlocking the Secrets of Heaven. Leading her once again to further her education
from the New Wine International School of Signs and Wonders.With her strong anointing
in Dream Interpretation, she launched and continues to instruct, ‘Dreaming Out Loud’, an
annual Kingdom based dream interpretation workshop. Which guides individuals through
the interpretation process of their own dreams. In 2014, she became Founder and CEO of the Wisconsin Non-profit organization Heal Our City Inside-Out Inc. An organization that was birthed several years after suffering the loss of her eldest son, Mario Michael Brown. Pastor Elaine soon after became established in the area of grief counseling. Helping others in her city that too had suffered loss. Her organization continues to work closely with the leaders of the city to educate individual on the severity of gun violence through statistical research. And offers financial support to families that are struggling to pay for funeral expenses.
Pastor Elaine is a talented singer and song writer who is truly invested in the current state of the world. She is currently Pastor of her own Church, Heal Our City Inside-Out Ministries, named after her established organization. The ministry is located in the heart of the City of Milwaukee and aims to be a source of training for those seeking spiritual knowledge. Her ministry’s mission is to properly equip the people of God; while encouraging them not to stray from Kingdom Principles and the teachings of our Savior Jesus Christ.

Evangelist Elaine ministered locally within her residing city of Milwaukee, WI. – obtaining training in Leadership, as well as education in Biblical Teaching, while at Greater Utopia Church. In 1991, Elaine served under the leadership of Apostle Pastor Sam and Pastor Lazonnie Belton – maintaining membership for over two decades. After being ordained, she expanded her preaching of the gospel within several states in the US. Which soon opened doors for her to travel internationally to many countries throughout Africa and South America.Being blessed with many spiritual gifts, she began operating in the gift of Prophecy. Which led her to later obtain higher learning from the School of The Holy Ghost. And ultimately, cultivating her gift of Personal Prophecy.
